Lord David Frost
member of the House of Lords

David Frost, the Rt Hon Lord Frost of Allenton CMG, is a Conservative Party member of the House of Lords. He was the British chief negotiator for EU Exit, and then minister responsible for EU relations, from 2019-21 under Prime Minister Boris Johnson. He led the negotiations which broke the political deadlock over Brexit, finally took the UK out of the EU, and put in place the UK / EU Trade and Cooperation Agreement. He was subsequently responsible for the post-exit negotiations on the Northern Ireland Protocol, but left the Government in December 2021 rather than support another lockdown.
He is one of the few people in the UK system who has been all three of minister, special adviser and professional diplomat. He was Boris Johnson’s SpAd in the Foreign Office (2016-18) but earlier served as British ambassador in Denmark, Europe director in the Foreign Office, and in postings in Brussels, New York, Paris, and Nicosia. He has also been CEO of one of the UK’s leading trade associations, the Scotch Whisky Association.
